Ms. Lorraine Smith van Lin’s paper considers African States’ priorities and the Independent Expert Review of the International Criminal Court. It critically assesses whether the concerns of African States were ignored or dismissed by the IER process at the ICC, focusing specifically on three main concerns commonly raised by African States: complementarity, peace and justice, and cooperation. The paper determines that African concerns were indeed ignored or dismissed in the IER review process and concludes by assessing the reasons for this outcome.
